Hyungkuk Youm is a Partner at DLG Law Corporation and the Head of the firm’s Public Interest & Human Rights Center. He earned his LL.B. from Kyung Hee University and completed his legal training at the Judicial Research and Training Institute of Korea (33rd Class). He also holds a master’s degree from Kyung Hee University’s Graduate School of NGOs, combining legal expertise with a deep understanding of social welfare and civil society.
Mr. Yum began his legal career at GongGam, Korea’s first public interest law group, where he handled major constitutional and human rights litigation, including landmark Constitutional Court rulings on involuntary hospitalization and disability rights. He successfully represented clients in high-profile public interest lawsuits, including compensation claims for forced labor on salt farms and cases involving mental health and disability discrimination.
He has actively participated in legislative advocacy, contributing to the enactment and revision of major disability-related laws, including the Disability Discrimination Act, Mental Health Act, and the Disability Welfare Act. As former Director of Pro Bono Centers at both the Korean Bar Association and the Seoul Bar Association, he has played a pivotal role in promoting pro bono legal services across the profession. From 2021 to 2024, he served as Director of the Anti-Discrimination Bureau at the National Human Rights Commission of Korea, focusing on anti-discrimination policies for marginalized communities such as women and people with disabilities.
Mr. Yum is recognized for his strategic litigation capabilities and dedication to public interest law. He received the inaugural Public Interest Award from the Korean Bar Association in 2013 and the Public Service Award from the Seoul Bar Association in 2017.
