Soonchul Kim is a seasoned policy expert with deep expertise in SME and venture business policy, having held key positions across Korea's Economic Planning Board, Ministry of Trade, Industry and Energy, and the Small and Medium Business Administration (SMBA). At SMBA, he served in pivotal roles, including Planning Coordinator, China attaché, and Deputy Director.
Following his distinguished public service career, he continued to support small and medium enterprises (SMEs) and foster win-win partnerships between large and small businesses. He served as Chairman of the Korea Federation of Credit Guarantee Foundations and Secretary-General of the Korea Foundation for Cooperation of Large & Small Business, Rural Affairs. In recognition of his contributions, he has received multiple honors, including the Presidential Citation, the Order of Service Merit (Red Stripes), and the Order of Service Merit. He currently advises the government on regulatory reform as a member of the Office for Government Policy Coordination.
At DLG, he leverages his extensive experience to provide comprehensive and strategic guidance on complex legal and regulatory issues affecting SMEs and startups. He leads initiatives related to startups and SME growth, including regulatory strategy and public-private partnerships.
