Moosung Chae graduated from Seoul National University College of Law and the Department of Economics before earning his J.D. from Seoul National University School of Law. He is both a licensed attorney and a certified tax accountant in Korea. He later graduated from Seoul National University College of Medicine and obtained his medical license. Drawing on his expertise in law and economics as well as his firsthand experience in clinical practice, he currently serves as a Partner at DLG Law Corporation, focusing on healthcare and economic law.
Mr. Chae practiced medicine at leading medical institutions in Korea, including Seoul National University Hospital, Seoul National University Bundang Hospital, Seoul Metropolitan Government-Seoul National University Boramae Medical Center and the National Cancer Center. His experience treating patients and working within the operational and decision-making structures of major medical institutions gives him a distinctive ability to understand and analyze legal issues arising from medical practice and healthcare operations from a practical, on-the-ground perspective.
Building on this experience, Mr. Chae has advised and represented a wide range of clients, including medical institutions and management service organizations (MSOs), on healthcare-related legal and regulatory matters. His practice covers legal issues involving medical practice, licensing and regulatory compliance for medical institutions and healthcare companies, government and regulatory affairs, corporate compliance, employment and labor disputes, and industrial accident matters.
In particular, Mr. Chae brings significant value to matters requiring both medical and legal judgment. With his firsthand understanding of clinical practice, he is able to closely examine complex facts and legal issues and provide practical solutions tailored to each client’s circumstances.
Mr. Chae also draws on his academic background in law and economics to advise clients on a broad range of economic law matters, including the Monopoly Regulation and Fair Trade Act, the Act on the Regulation of Terms and Conditions, and the Framework Act on Consumers. In analyzing regulatory issues arising from corporate structures and commercial relationships, he considers not only the applicable legal framework but also the broader dynamics of markets and industries. This multidisciplinary perspective enables him to provide sophisticated legal advice on complex matters at the intersection of healthcare and economic regulation.

He currently serves as legal counsel and advisor to various medical institutions, supporting healthcare providers and companies in achieving stable operations and sustainable growth.
Mr. Chae also applies his medical expertise and legal capabilities to advancing social value and the public interest. He participates in pro bono legal assistance and social contribution initiatives supporting victims of child abuse, sexual offenses, and school violence, continuing to fulfill the legal profession’s public-interest role through his multidisciplinary expertise.
